Ship Overview
The Catalyst is the Gallente T1 destroyer with bonuses to hybrid turrets application - both tracking and range are enhanced when using the ship. This makes it a perfect brawler as with 8 turret hardpoints it can dish out massive damage for a relatively low price. The damage makes it the ideal choice to run your first offensive medium complex and due to improved application, you should handle any encounter with brawling frigates with ease.
The fit
This is one of the rare cases where regular T1 ammo may come in handy - you should have enough damage as is so you can save on some ISK when you are focusing on farming LP/ISK.

The skill plan
The Catalyst is one of the few combat ships without direct combat bonuses to the hull proficiency. As such, training weaponry skills and upgrading your blasters to T2 should be the priority to maximize the damage output.

Conclusion
Over your militia career, you will see numerous Catalysts claiming the plexes. It's no wonder given how cost-effective they are.
As an additional ISK-making avenue, you can use your Catalyst for belt ratting - with a few Skill Points invested, it will easily handle rare Clone Soldiers spawns, giving you a nice injection of ISK and security status.
